The person must:

1)    Be resident of the District of Columbia or Maryland         

2)    Have a disability – as defined by the Social Security Administration:

Ø Elderly - 65 years of age or older

Ø Blind - totally blind or very poor eyesight

Ø Physical or mental problem that is expected to last at least a year or result in death.                      

3)    Possess a minimum of $5,000 to be invested in Trust.
